Voting, parties and government

Arab citizens have the right to vote, form political parties and serve in the Knesset. The current legislature’s official faction list includes Ra’am and Hadash-Ta’al. 59
In 2021 Ra’am became the first independent Arab party to join an Israeli governing coalition formally. 44

Arab judges and senior political figures

George Karra, an Arab Christian judge from Jaffa, presided over the Tel Aviv District Court panel that convicted former President Moshe Katsav of rape and other offences. Karra later served on the Supreme Court. Katsav received a seven-year prison sentence. 45
Arab Christian Supreme Court Justice Salim Joubran sat as an equal member of the five-justice panel deciding former Prime Minister Ehud Olmert’s Holyland appeal. The panel partially acquitted Olmert, upheld one bribery conviction and reduced his sentence to 18 months; Olmert became the first former Israeli prime minister to serve a prison sentence. 46
In 2022 Khaled Kabub became the first Muslim appointed as a permanent justice of Israel’s Supreme Court. 47

Military and national-civic service

Arab citizens do not all have the same service rules. Druze and Circassian men generally serve under compulsory arrangements. Most Muslim and Christian Arab citizens are not routinely conscripted, though some—including Bedouin, Muslim and Christian citizens—volunteer for military service. 48
National-civic service provides a voluntary route outside the military in public and community settings. A State Comptroller audit reported that 26% of volunteers in 2020 came from Arab society. 49

Healthcare as a shared institution

Arab citizens are highly visible in medicine, pharmacy, nursing and other health professions. At a May 2026 Knesset Health Committee meeting, MK Ahmad Tibi stated that 11,000 Arab physicians were active. 50

Equality protected by law

Israeli law forbids racist incitement, discrimination at work, and discrimination in services and public places. Basic Law: The Knesset allows lists that incite racism to be barred from elections. 55565758
